Putting it behind the level 5 frame skill means only people who are serious about being a vehicle driver primary will go for the suits.
I don't know why I keep bothering, he's only going to listen to you anyway.

They are bad ideas. They offer no bonuses to reps, shield, raw HP, turrets, nothing. Just the ability to spawn in vehicles. That's like a logi suit only being able to use their one piece of equipment, in which case the PRO Min should have 2 equipment slots, Amarr remains at 3 at PRO, Gal at 4 at PRO (master race much), and Cal at 4 as well. Why the Min having only two? Core Focused and Lai Dai rep tools.

Hmmm well I think it does serve a purpose in pubs to avoid excessive number of tanks but FacWar and PC? Less of reason to restrict it.
Yes, because balancing for pubs and nerfing for ambush has done the game so much good.

No; good pilots without a pilot suit will put up a good fight against those with one, and will probably win if the one with the pilot suit makes a mistake.

Then there's no point in having them in the game.
Even if you go with the first, assuming the suits cost the same amount of SP to skill into, you quickly run into an extremely inflated SP barrier to be viable with vehicles, because you need to train not only the vehicle, but the suit as well.
There's those of us that only want to be pilots. I'm including myself in that, because I don't want to have PRO infantry suits, as I don't care about them.
On top of that there is the ISK cost you also need to consider, assuming vehicle destruction would also kill the pilot.
PC pilots are probably space rich, so that's not an issue.
