I have recently discovered that the sound that the SPECIFIC sound that gets played when a character spawns onto the battlefield (shared with the Activate Cloak sound effect) as well as the Decloaking sound effect are completely immune to changes of any volume slider in the options.
I have recently been playingy with headphones that do not have a volume control. It would be fine by turning down the volumes in the options panel except that the cloak-in/spawn-in and decloak sound effects are unbearably loud. This also seems to apply to the background noise that gets played while under the effects of cloak.
To summarize there are 3 sound effects that should be controlled by the Sound Effects Volume bar, but that seem to be independent and unchangeable.
-cloak/spawn-in -decloak -background noise while cloaked

It's so you know when there's someone decloaking or spawning when they're around you it happens for friendly or enemy. Must be that way for new players who can't skill into scanners or precision enhancement to have a fair chance. If you could turn it down you couldn't tell if someone comes out of an animation unit when hacking and wouldn't ever complete a hack without getting killed. That's the reason you're probably suggesting it to be controlled so you can uncloak silently to shotgun someone in the back, there wouldn't be any other reason except you've been had because of the sound. We already have silent running tanks and drop ships the last thing we need is silent running cloaked scouts to make up for lack of skill. |

You can turndown all sound effects but it won't give you the unfair advantage you're looking for. |

Not sure if you're trolling or not, but the problem has little to do with what you are describing.
The options have a volume slider for Music, one for Sound FX and one for the Neocom voice. When you bring down the Sound FX slider, all sound effects are supposed to become softer. This includes gun shots, explosions, vehicles, everything. Right now, the spawn in sound and decloak sound are both glitched and don't go down WITH THE REST of the sound effects. If you play with your sound in the options very low, and your TV very high, the sound is unbearably loud. |
