But since reinstalling my frame-rates seemed to have pooped out, back into the pre-1.9 era.
I'm wondering if maybe there's something in the extra 'crapton of files' that have been fluffed out, which helped the frame-rate, or if maybe some of 1.9's "Rendering optimizations and overall higher frame rates" have been removed.
when frames drop look at the teams, i'll bet there are groups if people from all over creation in an orgy of high latency.

No, as latency increases DUST514 decreases FPS purposefully.
It is latency, and a failed engineering attempt at making a very bad idea work.
If you are at all aware you can isolate the specific player, I do it alot and have confirrmined it by directly contacting the player and asking their origin.
It gets worse--there is a problem with log/hvy repping between lagging team mates that is a far greater concern than this.

Where is this info from? And if true, does it only effect the people that aren't connecting from a different region? As I have played (lagged about like a ghost) on the Japan server with a 'very good' frame-rate in the past.
CCP is using a hybrid of server and client in order to "try" to make non-region FPS work. So yes people in your time zone can have an advantage if they have **** internet. I have compared players using stats board like bf3stats.com and if you look closely at the so called elite they are mere mortals.
On the Asia server (Tokyo ping 220ms ) I can solo heavies with a dual toxin speed tanked dragonfly, and in Europe ( London ping 110ms ) almost double my DUST stats average with the same standard gear gear used in the America's server. I'm lagging and have better hit detection, and my shots seem magnetic.
CCP is moving into the AWS cloud and can fix match making to mitigate latency, and let me be clear if a non-region FPS was technically possible-why hasn't a AAA dev house done it?
If CCP took a world map and overlayed the EVE map, reorganized Dust's player base then enforced region lock they then could engineer a hybrid solution for high risk game modes PC etc. PUBs should be region locked and the genisis for corporate formation and growth. Affter this they could polish hit detection which is hosed at the moment because it cannot account for all the variables that bad internet and long distance UDP over TCP/IP inherently have.
