Because CCP is adopting the Eve Online tradition of free updates rather than charging for downloadable content. Worked for them so far. Besides, Dust is making enough money as it is with Daily Mission roll overs, boosters, other AUR consumables like suits and weapons, BPOs, and merc packs which give you the most bang for the buck. Dust is no longer dependent on funding from Eve Online if I understand it correctly which is a good thing.

DLC is such an atricously bad system for multiplayer games, it's not even funny. It's shocking to me that people continue to purchase games that do it, because it creates an atrociously bad product, even if you buy all the stuff.

What part of free to play you don't understand?
A couple of years ago we talked about that. The consensus now is that Dust is funding itself already with AUR purchases and merc packs. CCP Rattati helped with that part and so far it doesn't look like Dust is dying considering we are now about to get a new release.
