It will be region locked. But I'm sure you can get around those locks if you want to play on specific servers.

It's apparently if I am not woefully mistaken about resources a combination.
You use collected resources which are allocated to you on a personal level after a set amount of time. You then use these resources to construct your vehicle which consumes them.
There is also a cool down on the vehicles that can be lowered through Certification.
Either after your vehicle is spawned or destroyed a cool down begins on your vehicle which means it cannot be spawned again until the timer counts down.

Mmmmmm aren't they balanced off of the PC side changes after the two years its been out? Or do they have their own balance on the PS4?
