We know that two things are factored into what lobby you are placed in. One is your connection and the other is ++.
The higher your ++ is the higher players you will get matched with, in theory.
So why does it feel random? Why does it feel like the game matches you up with just about anyone it can find?
Because it does.
The Dust Population is small. Not incredibly small, but small enough that you can run into the same people day after day.
When calculating who you will be matched up with the server will compare your ++ first. It will scan to see if any lobby has players with similar values to you. If it finds one it will check if those players have similar connections to you. If they don't then you won't be matched up. If it can't find players with ++ similar to yours then it will lower your ++ until it finds a lobby with a good connection to you.
Basically this means that CONNECTION > ++
This will work like this every time. ++ will only really help if there are two or more lobbies of players with similar connections to you and will then put you in the lobby with players who have ++ more similar to yours.
The above situation won't happen often because the Dust communityis small. There just aren't enoughlobbies to go around. I know that personally there are certain points of the day when there are no lobbies avaliable because of the time of day. That never happens in shooters with high player counts.
So what?
What this all means is that Match Making is not going to affect you much outside of peak times in your area. You will mostly go into lobbies based on connection and rarely based on skill, because high skill players will have their ++ dumbed down so that they can actually find lobbies.
Go to this video (12:07), to here video game "guru" talk about Skill Based Matchmaking in COD.
You might say, "Wait, Dust isn't COD", and that is true. Though I assure you that matchmaking works similarly in all games; connection > ++

Here's what you aren't seeing though.
CCP could have the best matchmaking in the world, and it won't put you with better players because the community is too small. You will always be put in games that give you a better connection rather than better ++, because there aren't enough players with similar ++ (and connections) to actually give you "fair" matches.
