At their highest level which is the best? I am terrible at using the bolt pistol but since I intend to use a flaylock as my other weapon I am not worried about close range. Which of the two is worth getting to proto level?
I know that the breach scrambler pistol is a good pair wit a flaylock, but I would prefer to one shot scouts and medium suits from afar since I am using a complete hack fit Mk0. I gave up on armor tanking

The Breach ScP doesn't actually go to proto level, only advanced, so if you're looking to save some SP, go with the Breach. If you're looking for flexibility, go with the BP. It has a much greater effective range, and with a 225% headshot multiplier, it can easily hit for over 500 damage, plus the sight is better. One of the major disadvantages of the Breach is that the iron sights are crap for lining up shots. If you go to proto in the ScP's though, you've got a lot more options as the BP only has one variant.

BrScr is better.
Shield weapons are better in general in this game because CCP balances based off of an armor meta.
"Minja" and "Masochist" are synonyms.

The Breach Scrambler Pistol is better at close quarters and hip firing. I think that the Bolt Pistol has better range, and a better sight.
In my opinion, the bolt pistol is better for light and heavy suits, and the breach scrambler pistol is better for medium suits.
I know that there is no prototype breach pistol, but the breach pistol gets the most out of the operation skill, so you should level it anyway if you use it.
If this game was fun, I wouldn't be playing it.

Until I get complex damage mods so I can use my nova knifes to finish suits without leaving less than 100 armor left I might have to use the burst scrambler pistol as my close range weapon. Its pretty much what the ion pistol copied

Both good calls. The Breach is better in CQC, the bolt has a better range strike/1st strike. If you are going flaylock for close range I'd recommend the Bolt -- especially considering the better sight. It's harder to use than the BreachScP though so itll take some practice. Look at it this way:
If you Get sneaked up on by a faster enemy, you will want the breach/flaylock. If you come across an enemy at range with a rifle you will want the bolt/flaylock. Which situation do you find yourself in more? |

That thing used to have sights, but CCP deemed it to be too fun, so they took it away. |

Go BrScP if you know how to aim. It takes a little training but it's really rewarding in the end. Go operation lvl 5, the clip size bonus is amazing!
Go BoP if you need a longer range weapon that'll deal high damages even if you dont headshot.
I prefer the BrScP as I got used to its iron sight, and its higher RoF is even better when you keep on "headshooting" ;)

Breach ScP is my favorite sidearm. Unnecessarily high fitting costs, though. Pretty much the same as the friggin' Scrambler Rifle.
I use the Bolt on my Cal Sentinel with AHMG and a couple other fittings, just for the range. I like using it but the hit detection is too spotty when moving to use it on my more mobile suits.
Reality is the original Rorschach.
