never stop moving and cloak and punch
Melee dmg is 500 which is like a ADV NK except its cooler

Yeah. Cloak delay is literally the delay for switching equipment, not the time it takes to take off the dumb cloak. So melee is basically for you shotgun scouts willing to get up close and risk your life even more Hit the melee button and you decloak right away. Try to hit R2 to get knives and you gotta prep yourself because the delay.

A 'true scout' is one that hides, so obviously a cloak field is a must. With my cores maxed;
1 Boundless CR
1 Ishokune NK's
1 Flux
1 ARN-18 cloak
1 Complex codebreaker
1 Complex kinetic catalyzer
1 Complex damp
3 Complex shields (or 2 complex, 1 enhanced. i can't remember. haven't changed it)

do "true scouts" use cloaks? no. they run away and literally hide
of course melee needs all the cloak you can get lest you want the enemy to see a valuable scout running at them with no real gun.

We waited in anticipation for the thing for a long bloody time. You need a cloak because passive scans do not work E.G i have been snuck up on by caldari frontline suits 7 metres. the scout whining thread is that way -->

I really just despise cloaks right now because I don't have much SP invested anywhere and cloaks are the least of my problems. I've just kinda adapted to running amok in the mountains
