maybe they just moved 'em all somewhere else - either way, you can abandon districts, and i just came out of talks with Killia over the very district you just posted up and them saying they're abandoning it so we can take it if we want.
We didn't need it - so whoever wants to take it can enjoy it - try to let a small corp go at it. I actually believe we could help PC out a lot if we left a lot of districts open for small corps to notice on there own and work to get it
If there's opened districts then small corps won't think the top guys will pounce on em instantly - otherwise they'd already have the land.
