The Assault class is in an absolutely terrible place at the moment. It has less reason to exist than even the much maligned Commando. Every other suit, by looking at the bonuses across the suits, has a clear role and a method that screams "this is what I am supposed to do."
* Scout: "Uses Cloak. Caldari is good at not being seen and scanning non-dampened suits from far away, Minmatar is really good at hacking both the objective and people to bits, Gallente is a ghost, and Amarr is really good at scanning even the smaller targets." These guys are sneaky. * Sentinel: "Uses Heavy Weapon. Caldari has fast Shield recharge and bonuses against Blasters and Lasers, Minmatar is a little faster with bonuses against Lasers/Blasters, Gallente has a faster base armor recharge with a bonus against Rail/Projectile, and Amarr has higher EHP with bonuses against Projectiles/Rail." These guys are tanks and their bonus is "3% bonus against nemesis weapon and 2% bonus against ally weapon." * Commando: "Uses two Light Weapons. Each one has a faster reload and a bonus to the race's weapon of choice." High versatility and damage. * Logistics: "Uses lots of equipment. Caldari has better nanites, Minmatar has better repair tools, Gallente has a better scanner, and Amarr has better uplinks." These guys are support. * Assault: "Medium frame that is faster than the Logistics and slightly more tanky. Caldari get a bonus Rail reload, Minmatar receives more ammo per magazine of Projectile weapons, Gallente get a bonus to hipfire for Blaster weapons, and Amarr get a reduction in heat build up." I honestly do not know how to sum up the Assault suit.
The Assault doesn't have a philosophy like the other suits such as "Support" or "Sneaky." The entire role that gets put upon the class is based entirely on it's name; "Assaults are supposed 'assault'." I have seen entire threads go on and on how Assaults cannot 'assault', all because the only way we can assign any kind of purpose to the suit is by looking at the name.
Unlike all the other Dropsuits, the Assault either doesn't get a consistent bonus to help for what it is meant to do or it doesn't get a bonus that clearly shows what it should be good at. The Logistics, Commando, and Sentinel give pretty much the same bonuses even if they are different (if that makes sense). Scouts do have a huge difference of bonuses between them but the bonuses make it clear what they should be striving to do. Assaults, not so much. All are slightly better with their weapons but the bonuses don't relate well to each other and do not give a clear cut 'role' that each suit is meant to do.
Something certainly needs to happen with them.

Even if it were 5% per level, you are talking about one Damage Mod giving 6.25% damage rather than 5% at level 5 Assault. If you are using 2, 11.95% rather than 9.56%. So if you are using 2 Complex Damage mods, you are getting less bonus damage than you would just for being a Commando with a single skill point (1.95% for Light Weapons versus 2% Rail/Blaster/Laser/Projectile-Explosives.
Lets go even farther: 20% bonus per level. Well, crap, Commando is still better by .44% if you are using two Complex Damage mods when both are at level 5. There is also the little fact that the Commando bonus would leave you with two high slots, which would be quite unfair for the Caldari and to the lesser extent the Minmatar; "You don't get a bonus if you don't sacrifice your defense."
