After 6 months offline I have only 2 complaints, 1 question and few suggestions.
Complaint: The cloak delay makes my MinScout as if he had mental problems. (affair overcome)
Complaint: The proyectil wepons change from -5% vs shield and +10% vs armor to -15% vs shield and +15% vs armor (affair not overcoming) Question: This weapons supost to be the most powerfull of the game or I"m wrong? at least the last time I read the general description it was.
Suggestions:
- Slightly increase the base sprint speed of the Minscout from 7.91m/s to 8.00m/s, this for make a little more diferent between a MinScout full of KinCats and a GalScout full of KinCats.
- Decrease the Gallente profile bonus from 15% to 10% at least , is too much for a suit that can have up to 4 of these modules; Force him to use 3 modules and the cloak at least for be totally undetectable.
- Make the Dust Corps have two wallets:
One would be the principal wallet: where the transactions maded by those with access appear, and Other would be the tax wallet: where the income are reflect and at the start or end of the day all isk go to the principal or maybe when the CEO do it.

Complaint: Don't use the cloak for combat. You don't need it if you are good.
Complaint: The projectile change was necessary, as before it was very powerful, a little too powerful.
Question: No, it's not supposed to be the most powerful weapon.
Also, I'm pretty sure corps have a ton of different wallets.
The rest of the suggestions are actually unnecessary if you ask me.

Complaint: this change can be over the damage per bullet, it was unnecessary change the percentages.
Question: the Minmatar weapons are supposed to be the most powerful, what should be compensated with a suit very weak.

I am also a Min Scout.
Cloaks used for combat were over powered, made it harder to be a Min Scout.
I do think they need to have less shimmer, as the delay is fine, but not when trying to cross open areas (the intended use of the cloak) and being seen and unable to respond.

Nope, it is said nowhere that the Minmatar are supposed to have the best weapons.
And don't worry buddy, I'm a MinScout too. I have been even before the cloak was introduced, which is why I say you really don't need a cloak for the MinScout.
Also, Minmatar suits aren't weak anymore, sooo...
Also, the percentage change was because the Minmatar weapons didn't really have any downside. Good damage, easy to fit, good clip size, and easy (relatively) to use. That's why the percentage change was necessary.
As for the wallet, I guess it would be a good suggestion, but hard to implement. What if the taxes were in a different color than the other transactions in the wallet? Would that help at all?

The CR and SMG are still powerful weapons even with the -15% to shields they can still rip through them fairly quickly and then they rip through armor even faster.

Also, the percentage change was because the Minmatar weapons didn't really have any downside. Good damage, easy to fit, good clip size, and easy (relatively) to use. That's why the percentage change was necessary. I adapted to it, but does not remove it funny.
I'm MinScout after the hack bonus change to it, so you now him more than me.
Why not only reduce the damage to the point that good change to a bad?

If I remember correctly, there are already 8 Wallet divisions in a Corporation. You move them manually though. |

In EVE yes. In DUST, you have the corp's Merc Wallet to use. and then you get to glance at the rest of the wallet divisions

-5/+10 was unfair, since you had a net gain of +5, unlike every other weapon. Since they're supposed to be the opposite side of a spectrum (Amarr), they use the anti-armor extreme.
Cloak isn't unusable. Use it to move around large areas undetected like it was intended instead of engaging an enemy.
The sprint speed change is an unnecessary change since they have the hacking speed bonus. Even if the Gallente Scout uses all Code Breakers, they wouldn't be able to match the speed (same with Kincats, but to a lesser extent).
Lower the bonus? Lol, then the Caldari would have a greater bonus to dampening, which is Gallente thing. Not only that, but you stated you wanted the Gallente and Minmatar Scouts to be different. Lowering the bonus would hurt that.
I could get behind the wallet idea.

If you want can be -5/+5 is a joke.
The proyectil weapons not are the opposite of the lasers, the opposite of the lasers are the explosives weapons; if you see the Blasters are in the opposite side of the Rails, the Lasers are in the opposite side of the explosives weapons, and the proyectil don't have counterparty

Precision bonus was before the Caldari and now is not and he still can do quite well if it is dedicated to that, more or less this is I want to Gallente have

Se menciono hace tiempo que se mejorara la capa de invisibilidad, debido al nerfeo de los exploradores y del escaner pasivo. La mayoria de jugadores ya se han acostumbrado a la capa y por eso ahora somos mas susceptibles cuando la usamos.

Las armas de proyectiles siguen siendo muy buenas, simplemente por el metajuego en el que estamos, no veo sentido discutirlo si faltan un porron de armas que añadir aun. Los fusiles de combate son el fusil mas usado en BC y el subfusil sigue siendo el rey de las sacundarias (el de ruptura claro)

Si el explorador minmatar tuviera 8 de velocidad base, con 3 botellas rojas proto, hablidades al maximo superaria en 0.13 de velocidad al gallente con 4 botellas rojas, que se resume en nada, ni siquiera lo podrias distinguir. Ademas si no lo has notado, si tienes las bioticas al 5, el min tiene 8.31 de base que es bastante mas que 8

Detras de ese 15% hay numeros, hechos para cuadrar y creeme que cuadran (ya ni me acuerdo la de veces que los he repasdado), no estan puestos a boleo como cuando salieron todos los exploradores. Por eso te invito a que uses el explorador gallente, el traje no tiene la misma velocidad que el min y necesita vida para aguantar tiros, lo que consume espacio sabes? xD
Tengo tanto el explorador min como el gal y desde mi punto de vista, parece que quieres que mejoren tu traje. Todos los exploradores estan balanceados ahora mismo, excepto el cal que no le veo un rol definido, pero este no es el caso. Si los gal te dan problemas y no los puedes detectar con el min, no se puede tener todo en un mismo traje, sacate el explorador amarr o usa un logistico gallente, adaptarse o morir

El fusil de Combate es el mas usado para BC porque las armas Minmatar se supone que sean las mejores en ode cerca y eso es lo mas que hay en BC. Tambien tienes razon en lo de que faltan armas como para hablar de balance, por lo menos falta 2 armas pesadas (Gallente y Amarr) y un arma ligera (Minmatar), sin contar esas imagenes que muestran imagenes con cuchillos de todas las razas y que para balancear faltaria agregar 2 subfusiles (Amarr y Gallente).
