So unless both my systems are somehow all powerful behemoths in comparison to yours, it's likely to be something on your end.
1) Ensure your only playing in your region
Do this by either setting your server options to automatic, or which if region best covers your posistion.
(I imagine you are north america)
2) Defragment your hard drive, their should be an option to do this on the system, if not use a computer.
Even SSD's benifit from a defrag every now and again
3) Check the health/lifespan of your SSD's it's possible that between, patches, DLC amd general game operation your SSD has degraded, especially if it is of poor quality.
As for your insults to my previous post, like I said before the Atmospheric effects are 'Pre-Production' that means theynare applied after the rendering is complete.
Unlike say night vision, dynamic fog, or ambient lighting. These effects are slapped on just behind your HUD, the amount of processing power that your graphics card puts into making this happen will be LESS than the proccessing power required to render your hud.
Furthermore the effect itself isn't even rendered or calculated in anyway, the effect is continous loop, the same sparks always flit across the screen in the same places, the operation of applying it to the screen is as simple as reading the raw data from your drive and adding their RGB values tomthe rendered image.
Once again, it's just a very fancy lens effect, it works fine on my systems with no lag or frame rate drop, chances are it's your internet connection. (Speed doesn't mean squat, but I leave that until you turn roujd like a baby saying you have an 80mb/s connection)
Monkey... If it was just me? Sure. There are hundreds of DUST video's on youtube.... where comments are stating all over "Does this game have frame rate issues or is it just me?"
From people that are just seeing it for the first time from their favorite You-tuber.

I Have an ISP at my office downtown.
Speed doesn't matter with the PS3 because it caps out at 10mb/s and all my connections are 25-120....
Of course i defrag my SSD every second week.
Frame rate problems in this game isn't new Monkey. They have plagued it from the very start to just recently where they had to reduce texture resolution to try and squeeze better performance out of.
I Have played FPS games for nearly two decades, i run the PS4 at 60 FPS.. My Computer at over 120 with a 144hz monitor.
It is instantly noticeable when frame rates start chugging in DUST.
To say DUST runs at a constant 30 FPS for you when it never has... ever... makes me wonder about alot of things said.
But then again you have always said that DUST runs like an angel for you and pretend that it never has had a performance issue ever in a majority of these posts.
The atmospheric effects take processing power from an already taxed machine from a game that has had chronic performance issues for an effect that adds very little to the gaming experience for the average mercenary.
There should be an option to remove them at least just like any other game. Where removing them improves game performance. Even on PC's today with 10x the hardware capability.
