The LR is the ultimate mid-long (90-105) weapon. At these distances other weapons cannot out dps you.

I'm sorry but I believe you are incorrect. Check protofits information on the laser rifle please. just because it looks good on paper doesn't mean that it actually works on the field that way. it could be that i am incorrect but with all of my experience with it , it seems that way. As far as i knew the lazer was supposed to be a long-mid range weapon. there have also been many times at 80m where it just doesn't deal damage ( lag, or latency could be the case) ive also noticed that some times the lazer will skip around when trying to ADS i enjoy the weapon a lot either way I understand, i apologize for my ignorance. (paper != actual) From what I've been doing, i never notice a difference between 62 or 104 m. The ads is super sensitive though lol, i kneel down just cause of it
It used to do almost nothing inside 30m, slowly ramped up to maximum damage from about 90-105m and definitely zero damage outside of 110m.
Currently I think it's about 70-80% effective inside 30m and I think the optimal is now from probably 60-70m out to 105m. That's based on some very basic testing I did a couple of months ago. I'm guessing your problem is lag, works just fine in my experience.
Put it on an Amarr assault and shield tankers die just looking at you. I've managed to finish of the last 800+ of HP on tanks too (Would have loved to see the looks on their faces when they saw what killed them... )

It's a relatively simple formula of "laser base dmg + (scalar * # of shots fired consecutively) = damage before mods". A basic laser has a base damage of 17 and a scalar of .85, and viziams having a scalar of 1.10 if I remember correctly. So every shot fired increases damage exponentially.
Due to the +4 shots per level on amarr assault it will always do the most damage per magazine of any lr user, but they're still decently useable on other suits, especially at range.
Preheating and then moving a laser onto a target isn't always necessary, most often it's just used to surprise an individual and kill them before they can get back into cover. Against sentinels don't preheat just aim for the head.
I'd echo that. Preheating isn't for kills, it's so faster suits don't have time to get into cover.

Sadly I have always found it translates mostly into assists. But then again killing was never my primary job. vOv
