The Amarr do not dual tank. They, like the Gallente, armour tank as their primary form of Ship protection, this is very likely the case as well in Dust 514 as the same producers of such ship based technologies such as Carthum Conglomerate and Vizam would apply the same technologies that already exist on a smaller scale than rely on less developed technologies.
The Amarr are noted for their significantly more resilient ships which typically receive bonuses to laser/energy based based weapons platforms and technologies while supplimenting this with armour resistance bonuses which serves to reinforced their battle doctrines for enduring the enemy and draining their will to fight.
Even the Minmatar who are traditionally not bound by armour or shield tanking refrain from dual tanking as it is inefficient compared to having a very strong Shield or Armour Tank.
I also wouldn't necessarily say the Minmatar are Speed tankers..... since every race has the capability to speed tank to some degree.

MWD+ AB kiting Tristan's with Drones, Federal Navy Comet's, Republic Navy Firetails, Slicer's moving at 4.5 km per second...... I love my double Nano Kiting Slicer.
I've managed to run off 5 Rifters from a plex on my own using that fit.

I assume that's the cheaper version of my Slicer with less DPS.
