I'm seriously asking this. The game is not balanced, you can think it is but it clearly isn't. We need to understand if we want it to be balanced for more competitive gameplay or for casual gameplay.
Do you need some example?
-Sentinels: I hear a lot of players saying they're fine in pubs.(I still think they are a little bit too OP). But in PC they are simply dominant. They are used not to defend, their intended role, but to attack too. They are just too strong, they are needed in every team. I can assure you there are always more sentinels than assaults+commandos.
-Dropships: They look a little bit too weak in pubs, it's a pain to fly them cause they cost too much. But they are very good in PC. So can you buff them to make them better in pubs? They would be too strong in PC.
-Commandos: They can be playable in pubs but if in a PC you see more than 1 commando between 32 players it's a match full of commandos.
Discuss.
One of the few assaults you'll find in a PC match!

As in PC you can guarantee that only the OP Fotm is ever used. It's a good basis to start from.

What is the balance we seek? I've heard that for a long time now, that the game isn't balanced. It has lead to many things nerfed, only to see them buffed later on. This game will never be balanced.
To answer your question, objectivity should be the defining point. PC and Pubs shouldn't be included at all.

Game has to be balanced for all modes.
Quick note though....ADS is hard mode when there is AV. In pc, corps usually organize AV to deal with them so it's harder to maintain....same thing can happen in pubs as well.
Shield tanking is hard mode /period.

You know in other games balance is roughly achieved across the board. Is that not the whole point of balancing? That things are balanced in all respects....

Things have to work both numerically and pratically. An item is an item, it's not stronger in PC or in PUB. PC meta is rather simple and not based on actually having fun, spawn, scans, camp, lots of HP. Pub meta is more variable and troll fits appear.
Sidenote: i've noticed that HP>everything especially when framerate drops, which occurs very often when playing with different continents.

Both.
Unfortunately mst players are in pubs.
But PC is the warning. FOTM in PC becomes FOTM in pubs three months later.
PC is the early warning.
EVE Online is what you get when engineers attempt to create "fun" without consulting someone who comprehends the word.
