Why so surprised?
All that you need in this game is an adv suit and prof in the rifle/weapon of choice to hold you down until you can level some of your cores up. Will you go 30-3 when you first load in the game, maybe not...but you get better with experience.
If you go up against full squads, then you will get smoked. And that wouldn't matter if you had 1M or 20M skill points. But not every game puts you up against teams. And if you choose to run solo, then that's the choice that you make. Completely different. As different as EVE is from other MMOs, it is still an MMO. Huge difference in player interactions. In Dust, there are either freings or enemies. In EVE, due to it being an MMO, the vast majority of people are neutrals. You aren't thrown to the wolves as much as you are in Dust. New players are released into the world in the middle of High Security space. While there is always the possibility of being attacked in High Security, the risk is pretty damn low. MUCH MUCH lower than in Dust... The NPE for EVE, which is regarded as having the steepest learning curve amongst MMOs, is better than the NPE for Dust, which is a Shooter. That's ******. I'm confident in saying that Dust has the steepest learning curve among shooters. Period. Dust is insanely complex when you compare it with other shooters, and the tutorial experience is practically nonexistant. Not all the stats are available in game, so you have to dig through the internet to get them, and the matchmaking heavily favors squads. There are things that vets (myself included) are still in the dark about. Does anyone really know how the "Accuracy" stat is calculated, for example? How can we expect a noob to know much at all, if anything at all about weapon and suit stats. The NPE consists of a 3-4 battle grace period. Then like a light switch they are exposed to all the vets and the huge power disparity between them and the vets. Never mind that vets typically play squadded. The end result I'd that newbros are little more than cannon fodder. Nobody enjoys that. So people leave. Which is why the player base is so small for a F2P game. In a F2P game, players are the content, and we are lacking players. The NPE for Dust is a purely toxic thing about the game, and it is of my opinion that it should be at the very top of CCPs Roadmap. Above everything else. Everything. The learning curve is steep because the game is unfinished. Plus there is something cool about the learning curve. We all started like that. The tough part is that vets get stronger with SP while newbs have to start fresh. It has to be super hard now that everyone has proto gear and such.
Increase the wp count on battle academy and put in a post in the welcome screen to have people actually understand the use of public channels and find them until they get those 100k wp. There's the low cost solution.

Yes and no. In EVE, there's plenty of stuff to do while your skills train and you learn the game. right but you can't pvp or you'll get smashed.
Not totally true, in EVE there are plenty of places to get stuck into pvp as a noob and actually have fun, RvB is a great example.
Low sec factional war is another example, plus like the man said, there are many many other activities a new character can do. In dust however you dont have these same choices, in dust you dont have other activities to do.

Rvb was made by the players the one good thing I can say about my time in planetary response organization was we did this with q syncin. I attempted myself at npe with this post

In Eve you start out in high security space and go through a very very detail oriented tutorial. It is more like a test of who has the ability to study every single word before taking any actions.
As a newbie if you cross into low sec you are given a specific warning that Concord is not there to protect you.
Eve NPE = see who can make it through the tutorial to get scammed a few times before hardening up or heading out.
Dust NPE = give some comfort and fun in the academy then cover in blood and feed to the wolves and see who comes out the other side.

Remember when you hear extensive fps player it usually means cod and halo. Dust is 10 times harder than cod and maybe 5 times more than halo.

Why so surprised? except eve has an npe which better prepares players for the game. and noobs could have a chance "straight out the gate" because even a group of noobs in t1 frigs can take down a skilled player in a larger ship

It doesn't really take a hardcore gamer to tell me if the NPE is crap. I'm sure the dude also knew that Eve Online had a similar problem with NPE years ago but that took a long time to get right. NPE didn't improve in Eve Online until about 2 years ago and the game has been around for 11 years already.
The problem with CCP is their priorities.

This is true. But as I pointed out, the NPE in Eve Online didn't improve until about at least 2 years ago in an 11-year-old game. There were minor attempts to improve it between the time of release and a few years ago, but those were minor improvements. It wasn't until the Odyssey expansion when the NPE finally got most of the remaining NPE problems out of the way.
Right now, a new player in Eve stands an excellent chance to survive the wild that is New Eden.
