Ok, so would you rather people only use BPO suits, not squad, and intentionally miss targets, not snipe / use mass drivers & HMGs, no grenades or RE's, not revive, not rep, only throw uplink in exposed areas so that everyone has a shot at you when spawn, randomly place nano hives around the map?
I'm just joking with a bit - not messing with you too much. I can understand you asking about meta gear tiers in some pub matches but it's just not really feasible to make a statement about not playing competitively. As they say...you play to win the game.
As for proto squads: I can't advocate in any way for not using teamwork. The game for all it's faults has firmly gotten the fact that teamwork I can be the deciding factor in just about every situation. I can see the idea that perhaps Ambush gamemode offers a "no squad" mode...use the no-vehicle mode and add the addendum of no squads as well but I wouldn't take it much further than that at the moment.
Using proto gear seams to be your biggest beef and truthfully i don't know what to tell you on this. I absolutely acknowledge that it can be a frustrating experience as a newer player to run into a squad of X corp in full proto gear in a match. I think it's also pretty clear that whether they are running proto gear or not that squad would probably steamroll anyway and the end result and player scores probably wouldn't change that much.
My question back to you is why wouldn't some one with 50mil plus SP and maintains 600mil plus ISK in the wallet at all times NOT want to run proto gear whenever they choose? Is it because we want to protect rookie players from the predations of veterans? That's not really reflective in anyway of CCPs New Eden IP or a lot of MMOs for that matter.
I can see turning pubs into more a high-sec style area that limits you to ADV gear. FW should stay free for all and in fact they need to add a legitimate team deploy option to FW. Let me be clear though...it won't change the "stomping" nearly as much as you think it will.
