Not the whole story.
The Amarr were in a state of imperial expansion punctuated by the discovery of other peoples on far flung planets. Beyond the Ni Kunni who were still rather culturally primitive, though willing converts, every other ethnic group the Amarr encountered were barely developed.
The Minmatar Empire was the first interstellar group the Amarr met and after a period of observation the Amarr chose a moment of opportunity to attack, cripple, and enslave billions on Minmatar from the Matar system. As Atiim said this continued for a very long period of time with the Amarr returning to crush what little resistance the Minmatar put up.
At this time the Amarr still believed wholly that the best means of Reclaimation was conquest and a period of time enslaved.

To be fair, I look sexy in a battle skirt. In all actuality, most Minmatar are water trash at playing DUST and most Amarr and brick scrubs. The funny thing is, all the Min that are "good" run more armor than shields and play their faction because they can win without effort. That's cool, if you're into that sorta thing.
You have the legs for it.
