No its currently a joke. Explain.
Let me ask you this.
Which Empire do you fight for?

That's my point. You don't care.
The fact that you can simply fight for whoever you want with no repercussions, at will, and with no means to regulate you presence in the Militia group means that FW is a joke.
People at one time were loyal to factions but as soon as LP was introduced it became a farmers paradise. Frankly being on both sides (EVE and Dust) Dusters don't deserve the right to affect the warzone.
Most of the Dust players could care less.

Posts #2 and #32 are this kind of mind set. As Dust players we should care about furthering the agendas of these EVE players otherwise what incentive do they ever have to care about us? More over FW should be incentivised so that we care about being aligned with one Militia group and do not need to operate outside out faction.
I doubt many FW players in Dust could describe the Warzone, explain which systems are worth having and why, where the major factions are based, what militia targets are, hell most players didn't know that the Amarr just became the 3rd faction to successfully control the whole warzone (as the Minmatar have not yet achieved this)
#Remember the Dalamo
That's a huge achievement and while Dust players are quick to dismiss it even the Min EVE side militia, all but the saltiest who ran from the fights, accept the efforts of Amarr pilots and are congratulate them.
But its the fact that as players we attribute militia success to owning a random number of districts in a random assortment of systems, where you face random teams, arbitrarily selected from X queuing players in pointless 16vs 16 battles.....
That's not an achievement. Nor is Q-syncing 16 players vs a bunch of randoms. You are not fighting a conflict, you are playing a game (which arguably is the point). There is no desperation to hold systems, aid your factions plexing efforts, or deplex the enemies efforts.
But here is the crux of my argument. The game mode is.......
FW Factional Warfare FACTIONAL Warfare FACTIONAL FACTIONAL!
we are rewarded with
LP Loyalty Points LOYALTY POINTS LOYALTY LOYALTY!
Put them together and you get
FACTIONAL LOYALTY!
The basis on which FW should be founded but fails spectacularly to achieve.

I'm Matari primarily, but if I want a proto Sniper/Rail Rifle, you're damn right I'll play Cal for a while.
But that's the point.
In EVE and Dust you simply can't do that. You can go and plex on the front of your ally but you earn Amarr LP (if Samira is to be believed) but you do not gain access to their LP store until you earn LP for their faction.
If you want Caldari Navy Missiles and you aren't in their militia you have to buy them on the market (a key balancing factor of EVE as LP to ISK conversion dictates how much support factions receive at any given time) and at the same time prop up the FW economy.
So under you model you are a Minmatar player. You can only fight and instigate changes in your own warzone vs the Amarr. You can work with the Gallente in theirs but earn Minmatar LP. You effectively only have access to your own LP store.
If you want Gallente Navy Ships or Ammo you buy them on the market or from a contact.
You cannot fight for the State as they are your de facto enemies and as you progress in the Min/Gal warzones you reduce your standing significantly with the State.
You want their missiles you buy them or defect to the Caldari/ Amarr alliance.
Need ISK? Export Min LP items and buy CalMil Items.
FW will never have a meaningful presence or really deserve to affect EVE online if you cannot work by the same mechanics EVE pilots do.
Sure you can defect or play mercenary but you can only side with one faction at a time, working with that faction adjusts standardings, and can lock out massive sections of High Sec space, and means that enemy militia can kill you anywhere.
