Ok, which is better? In my opinion the Burst AR is a ton better.
With the projectile vs shields problems, you can see yourself throwing away half a clip just to get through someones glitched,, warping shields where as the Burst AR melts through shields and is quite good at taking out armor as well. The burst doesn't have major hit detection problems with armor like CR has problems with shields.
Burst AR also has a much larger clip. (larger clip than my CR on a proto min assault). Discuss.

Please let CCP know your hard evidence that shields are magically harder to hit than armor.
Duster is right, armor meta heavily favors combat rifle, but the assault burst is alot better than it used to be now that they changed it to have quicker bursts, so its viable. |

Yes hit detection is super wonky again.
I can unload a rail rifle mag into an armor heavy and not scratch it.
Better optimize hit detection!

They'll probably drop you before you even get through their shields, unless he's using a CR too. Then enjoy jumping around and trying to get through each others shields and wait for someone to come around and kill you.

CR is still better. Not only because 80% of player base armor/double tank, but shooting with CR feels much better and smoother.
Also CR gets through shields better than Burst AR gets through armor.

Another possible solution is to use a commando with both the burst at and Cr ;) It is major try hard mode in cqc but at midrange nothing can come close to the raw firepower. Besides kin cat heavys. . Those are not your friends.

The only heavy shield tankers are Caldaris.
Flux nade + Any Combat Rifle will let you decimate anything in a matter of 2-4 seconds. SCR PISTOL + Any CR , same..
The Burst AR is pretty good , yes , but the damage profile on the CR is better.
-5% shields +10% armor > +10% Shields -10% Armor
Plus, dont forget the ridiculously LOW fitting requirements of the Combat Rifles....
Unless You are running a Gallente Assault ,the CR is a better choice IMO.

The BuAR is now a good solid reliable rifle. Maybe in contention for the best all rounder light weapon.
But given the number of armor tanked Assaults, Scouts and heavies out there the CR is hard to put down.

In terms of an "all-purpose" tool, Burst AR. It has a great damage profile that will allow it to preform pretty well in any type of HP meta. Moreover, it has a much more fluid firing mechanic than it did before that has vastly improved it.
In terms of maximum potential, Combat rifle. Using a CR with a Min Assault is much better than a Burst AR on a Gal Assault, largely due to the Galente bonus not doing much to boost the Burst AR. With a Min Assault you have the ability put out a higher DPS and the ability to engage your target longer than the Burst AR can do. Moreover, as Mejt0 mentioned, the CR eats through armor better than the Burst AR eats through shields.

To be fair, I would say that the combat rifle is better IFF (if and only if) you pair it with flux grenades. It makes for a killer combo, but it lacks in ammo and a short clip. Although, the AR is may seem better, the kick/bullet spread on a non-gallente suit might be the biggest down fall of the weapon (which is why I speced in to the Gal assault ).
My advice is use the opposite race for the weapon you use EX: CR=flux or AR=Locus

Hit up the heavy suits too and guess what? Die from everything. SL-4 Assault RR vs BK-42 ACR? ACR rips my shields anyway. I can't do anything about it. It just goes through so fast. It's because you're not a strafing scrub, CR has a fine hit detection as long as the target doesn't dance like many players currently do. If the target strafes a bit, the CR just can't get through the shield anymore |

Strafing died along with aim assistance update.
Also, hitting strafing players with CR is as easy as with every other gun in this game.

You also forgot the Burst AR now has 6 more damage per shot with only 6 less meters in range. Hands down Burst AR. |
