Aside from getting a better internet (which will only help on your end, better internet will not stop server lag or bad framerate)
Actual realistic things you can do -
1. Delete the game and re-download and reinstall dust 514. The client size should be smaller leaving less junk on your hard drive. This will at the very least make the in game menus operate smoother and load a little faster.
2. I personally play with voice chat turned off in the options menu. Not everyone is willing to do this but this is one of the bigger things I have found to improve in game performance.
3. In the options menu set the graphics settings to low. I'm not sure if this actually does anything but in theory it should right.
Now there is one other thing you can do that will VASTLY improve game performance and really boost up the framerates across the board - however it is a big price to pay.....
If you use a HDMI cable to hook your PS3 to your screen, you can go into the playstation settings and force the game to run at around 577p or something like that. (Bare in mind the game usually runs at a resolution of 720p).
This reduced resolution makes the game run actually really smooth, also it makes keyboard and mouse controls feel a lot more responsive (like they should be all the time) - the catch is that the game will look terrible and very pixelated. So much so in fact that I would not advise this. However it does make significant performance improvements.
Its a pity that in 2014, nearly 2015 we are dealing with products that cannot even run at a paltry 30 fps consistently, let alone anything better. (At only 720p!!!)
