I don't mean to complain but I honestly don't understand why. The Gallente probably get the least benefit from them because on addition to having slow armored suits they have regular stamina. Every other race gets more of a benefit; the Minmatar get their naturally fast suits augmented, the Caldari get a boost of speed to their armor mod-less suits and the Amarr make good use of their high stamina.
The Gallente honestly see the least benefit from equipping the mod. I think it makes more sense for us, Gallente, to have the Myofibril Stimulant rather than the Kinetic Catalyzer because we are more CQC oriented and the Minmatar rely more on speed.
From a lore and gameplay view, the Kinetic Catalyzer being Gallente makes no sense.

They're really supposed to be regen tanked with an above average armor buffer.
I know a lot of Gal assaults that only run a plate or two with a kincat, and then stack rep and damage mods.
Get in close fast, hit hard, and rep between fights. Pure Amor tanking is amarrian crap.

The deal is that even with that the Minmatar Assault and Caldari Assault tend to be a lot faster in combat. And since Kinetic Catalyzers only help you when sprinting the Gallente don't really get much of anything from it in combat unless they are a scout with a shotgun.

Well arguably if you subscribe to EVE doctrines Kin Cats are prop modules and should be in the high slots.
Almost all ships in EVE use prop mods to boost their speed and make them harder to hit. Some do this more than others like the Imperial Navy Slicer with moves roughly at 3209m/s and 4500+m/s when over heated making it one of the fastest ships in New Eden.
In EVE there rarely is the differentiation of speed between armour and shield. Instead the differences come from your skills, the hull, which kind of prop mod you are using.
In Dust I use a Kin Cat on my Amarr Assault to run about 8.0m/s and using an Active Scanner I can kite around other players and pick them off rather easily.
Any notions that the Gallente and Minmatar are limited to CQC or are a CQC race is utter bullshit.
Min have Arty, have some fast ships, some slow ships, some armour tanked ships, some shield tanked ships.
Gallente have Blasters for CQC and Railguns and Drones for Long range combat. They have fast ships, they have slow ships, they have armour tanked ships, hell go out to Null of Gal FW and you'll see shield tanked Ishtar's.

Actually true, speed is highly dependent upon mass and how many newtons of thrust your engines provide (both are visible stats in eve, but they have a lot of math done to them). Minmatar ships have very little mass and relatively high thrust, slapping on an afterburner/mwd onto them speeds them up significantly because they have more newtons of thrust added. Caldari ships have a lot of mass for their 'size' which makes them some of the slower ships. Gallente ships are actually have pretty high thrust and lighter armor, Amarr have relatively high mass but somewhat comparable mass.
An armor plate which adds mass directly, slows the minmatar down the most (because it adds the most mass proportional to thrust) and the amarr down the least (because they already have really high thrust proportional to mass).
Gallente and Minmatar do fast fairly well, but they also have a few slowboats too. Caldari and Amarr generally do not into fast, unless it's being used to keep range.

Wtf are you talking about? When you have the shortest range DUST weaponry, it's damned useful to be able to move. If you're running about with a rifle that has half the range of some of the others, you can't sit at range and hammer away at people, you have to move in close. Of course kincats are useful.

But its the same universe.
I honestly know why Dusters think they know better than CCP, or that they know better than EVE..... quite obviously we don't.
Of the two EVE is successful and Dust is not. Something is working over there that simply is not here.
You basically asked why would you fit speed modules onto armour suits. The answer is simple. So you don't have to spend twice as long running form place to place, so you have the mobility to sprit around at a fair speed and react faster to incoming fire. To close the gaps when necessary and lengthen the distance between your opponent and you.
Being able to traverse terrain rapidly to me is more valuable than any armour plate or repper.
Lore wise why do the Gallente need speed/propulsion/manoeuvrability modules?
Because they need to get into blaster range quickly as possible, to outmanoeuvre railguns and missile, and to ensure their opponent doesn't kite them outside of drone range,

Do I really have to point out how much running I do to get close to people, since they're sitting far away from me? Also, 50m is still outside Plasma Rifle optimal lel

This brings up an important point (to me).
The AR is not a mean weapon. It has assault in the name, but imo, it sucks at assaulting. It needs more bite at a longer range.
I am familiar with dispersion and how weapon damage works with the various stances.
Why do I have to run up into someone's face and aim at their face to use it well?
When I use it, I feel like I'm shooting sponges at my opponent, and I have lvl 5 Gal Assault, lvl 5 AR everything.
