The Gallente honestly see the least benefit from equipping the mod. I think it makes more sense for us, Gallente, to have the Myofibril Stimulant rather than the Kinetic Catalyzer because we are more CQC oriented and the Minmatar rely more on speed.
From a lore and gameplay view, the Kinetic Catalyzer being Gallente makes no sense.
Well arguably if you subscribe to EVE doctrines Kin Cats are prop modules and should be in the high slots.
Almost all ships in EVE use prop mods to boost their speed and make them harder to hit. Some do this more than others like the Imperial Navy Slicer with moves roughly at 3209m/s and 4500+m/s when over heated making it one of the fastest ships in New Eden.
In EVE there rarely is the differentiation of speed between armour and shield. Instead the differences come from your skills, the hull, which kind of prop mod you are using.
In Dust I use a Kin Cat on my Amarr Assault to run about 8.0m/s and using an Active Scanner I can kite around other players and pick them off rather easily.
Any notions that the Gallente and Minmatar are limited to CQC or are a CQC race is utter bullshit.
Min have Arty, have some fast ships, some slow ships, some armour tanked ships, some shield tanked ships.
Gallente have Blasters for CQC and Railguns and Drones for Long range combat. They have fast ships, they have slow ships, they have armour tanked ships, hell go out to Null of Gal FW and you'll see shield tanked Ishtar's.

I honestly know why Dusters think they know better than CCP, or that they know better than EVE..... quite obviously we don't.
Of the two EVE is successful and Dust is not. Something is working over there that simply is not here.
You basically asked why would you fit speed modules onto armour suits. The answer is simple. So you don't have to spend twice as long running form place to place, so you have the mobility to sprit around at a fair speed and react faster to incoming fire. To close the gaps when necessary and lengthen the distance between your opponent and you.
Being able to traverse terrain rapidly to me is more valuable than any armour plate or repper.
Lore wise why do the Gallente need speed/propulsion/manoeuvrability modules?
Because they need to get into blaster range quickly as possible, to outmanoeuvre railguns and missile, and to ensure their opponent doesn't kite them outside of drone range,
