three round clip, three round burst, rotating barrels and it does 40% damage per projectile with double reserve ammo and double reload time and (maybe a reduced radius)
would this be OP as is
anyway the PLC could use some variants and I think that this would fit right in
I am scout and the bane of heavys since 1.6

What advantages and disadvantages would this have over the normal plasma cannon? At 40% for each shot you're looking at 120% alpha damage (assuming all 3 hit) with 200% the reload speed mean there would be a significant net decrease in total DPS. I don't mean to poo poo your idea, but why would I use this over a normal Plasma Cannon?

three shots having equal or slightly smaller radius more targets can be hit support focused

well it's a burst right? So all 3 shots are going to hit about the same spot anyways, especially if you're shooting at a vehicle. Are you intending this as an Anti-Personnel weapon?

for the most part yes but the goal is to suppress larger groups rather than kill individual targets , more of a GTFO kind of weapon than a 1HKer

So basically a Thermal damage mass driver? I think just a larger magazine with less damage and bigger blast radius would perform that job more readily.
