TL;DR Heat is building up too quickly on the small railgun.

Sorry for that wall, but apparently the small railgun is either firing too slowly or heat is building up too quickly.
By the current state of the game, a railgun will get eight shots, with the ninth overheating the weapon and takes around five seconds to fire that amount: which is roughly accurate to the above, insofar as shots fired is concerned. But the heat build-up in that case is far too high: 5.4s of firing should only yield 54 heat (or 60, if the game does not consider digits.)
To look into the rate of fire issue, here's some math: Fire Interval is 0.65s; that's gives us a Rate of Fire of 92 (60/0.65 = 92.307) shots per minute. In 5.4s, minus the 0.2 charge up time for 5.2s, we have 8 shots; which matches with the 0.65 interval. 60/5.2 = 11.538 'sets' of 8 shots = 92(.304) So, from that I conclude that ROF/Fire Interval is not the issue, and the issue lies with the heat build-up.
If we flip the heat build-up to being per shot, there's still something wrong: 10 heat build-up per shot and 9 shots fired should be 90 heat, meaning an overheat should be applied to the tenth shot (assuming once 100 is reached it overheats, and not when it breaches 100.)
So, assuming that my ideas are correct, I'd say that the heat build-up of the small railgun is twice as fast as stated: whether that's a bug or not, I am unsure, but I felt that this should be brought to the attention of folks and CCP.
