Jump straight into Scout as soon as you can (Level 3). The bonuses are worth it if you're keen on running cloak. Gallente is the most versatile of the four.

close but gall is king scout (can do just about anything you want) then caldari (due to the hit box detection) then the amarr armor stacking plus best precision for finding others on tacnet) then Minnie (best for speed hacking and bonus to nova knives) |

Cloak is useless
Skills are good for all but the min scout, unless you want knives
If you're just a shotgunner minmitar, go light frame
Everythign else, go scount

Always take specialized role.
Especialy when we are talking about scouts.
I suggest to you to spec in Gal/Cal scout if you're new.
Minmatar is the most rewarding one, but you have to know how to play with that suit and [scout] role.
Also don't forget to spec into dampeners.

Amarr scout with new scans after hotfix delta [?] is bad. His good scans [18db] have range of 20 meters. That's like nothing + scouts dampen.
Caldari don't really have any special scout role.
He's just a slayer. With 2lows, his fitting options are very limited.
Gal is bad looking.
Minmatar is for expirienced players.
He have the ability to OHK [one shot kill] with Nova Knives + amazing hack bonus. After changes in past, Nova Knives are now same/better than Shotgun.
