Rectangular shield/armor riot shield
Std Shield- can take 300 damage Armor- can take 400 - light weight- quickly recharges 2 min(2:30 for armor)- ideal for scouts
Adv Shield - can take 500 damage- Armor-can take 600 medium weight - mid recharge 3:30 min(4 for armor)- ideal for assaults and heavies
Proto Shield - take 700 damage- Armor- can take 800 heavy weight - slow repair 5min(6 for armor)- ideal for
Officer Shield/armor. 1000 total hp 8 min repair- rarest item in the game.
Mid-high pg/cpu .under cloak but a lot more than uplinks
Can only be used as equipment. No weapons while its in use. Made for breaching/infiltrating areas under fire or to block enemy Fire till its wasted.
With multiple shields/players using shields, you can block off entrances/ provide cover for someone let's say who is hacking an objective.
Pro- provides limited cover from angle it is pion tong at. Good for infiltration/ movement under heavy fire. Armor/ shield resistance bonuses apply
Con- enemies can lob grenades/plasma cannon/ mass driver over it and kill you. Armor/shield damage form weapons apply

Can't it just reduce incoming damage by X% and only allow for a side arm to be used?
Or does it have to have its own HP values?

I'm down. This would allow Sentinels a chance to cross open areas and get into close range (closer) but still not strong enough where they they can just walk through a hailstorm of gunfire unfazed.
However, I believe, like the cloak, there needs to be a mechanic put in place to delay a swap from shield from weapon and vice versa. If a Sentinel can instaswitch from an HMG to a Shield, walk through gunfire, then swap right back to an HMG and start firing, it would be ridiculously OP. There should be a delay swapping to AND from it of like 1- 1.5 seconds. Enough time so the individual can't use it as a "get out of jail free card." If you are already being fired upon, you shouldn't be able to just pull up a shield and save you from being killed. Likewise, you shouldn't be able to just sit being a shield, wait for the enemy to have to reload, then swap out and insta-gank them.
Another question. While in use would it cause a movement penalty (either x% to movement or, like crouching, not able to strafe)? Either of the two would be O.K. Since it is basically a riot shield, you can still move with it, but are unable to move as fast.
If you want to add a little flair too it, give it melee capabilities:
Shield bash. Melee range. 250 for light, 300 for medium, 350 for heavy, 400 for officer.

This should definitely be an Amarrian item. Could look a little like this.
Probably a Primary Weapon. I say this so there would be justification to make it a powerful and fun play style, rather than an equipment like tool. I liked True's idea of it just absorbing a % of any damage that hits it, so that only a small percentage would reach the user.
Perhaps 66%? Seems high at first, bit remember that it only works to absorb fire coming from in front, and reduces you to only hipfiring a sidearm. And some high alpha damage weapons, or splash damage weapons, would still be sending a lot of damage through the shield.
The feet and head would be pretty exposed most of the time, but would become barely visible if the user crouches.
Someone's gotta tell the stupids that their ideas are bad, and I guess it's my job...

I don't know how the OP feels about it but it could function like this.
Consumes the Light or Heavy Weapons Slot (cannot be used as a side arm) and is automatically equipped alongside your Side Arm.
It activates when you ADS, you pull back to look through a visor and make your cross hairs smaller as usual.
While it is active you gain a 20-30% resistant to damage types appropriate to race and your speed is reduced by 75%.
Caldari - Thermal Damage > Kinetic Damage > EM Damage > Explosive Damage Amarr - Explosive Damage > EM Damage > Thermal Damage > Kinetic Damage Gallente - Kinetic Damage > Explosive Damage > Kinetic Damage > EM damage Minmatar - EM Damage > Thermal Damage > Explosive Damage > Kinetic Damage
Couple that with Rattati's proposal for Resistance Modules to boost then and or plug the weaknesses and you could rely on this to absorb damage and no use plate stacking.

I guess but the thing would be to give you limited FULL defense. If it still lets some rounds hit you, then this is kinda no point. I mean, if it were a scout using it, he'd proba die before the shield is wasted
And it also shouldn't be op and used everywhere because that just changes the whole game. It should be used quake at the change of other mods/equipment (pg/cpu).

Well why you are using a Riot Shield on a Scout is beyond me. It would be the least efficient use of one.

Why not use it? It can come in handy for ANY dropsuit (except Sentinals) when trying to escape a blaster tank while taking fire. You can strafe and jump as the shield takes the rounds as you find cover

"Jumping around and strafing" is not something an Amarrian item would be used for. At all. It would be a stand and deliver tool/weapon. It would be heavy and it would slow you down, not provide you with invincibility as you jump across them map like a ******.

I mean, I only thought of the gal/cal versions, I guess I can also do all races with an amarr shield being you SUPER tanker SUPER slow regen so that it can be heavy and provide a more stand and deliver type of use. The MINMATAR could have a shield that is very weak but regens so fast. Our hit and run type of thing. I'll provide my art of my ideas and post them. As well as a spread sheet some time this week. I haut want info from CCP if they like this and if it can be added in the future

There probably would only be 1 of them, if any. I wouldn't get your hopes up for it even happening, much less 4 racial ones. I mean sure, its fun to theorize how these things could be...
And really, if there is ever a physical shield item added, it would be Amarrian.

Well, I don't want them to be so over used that you increase ttk by dozens of seconds more, only because everyone is running around with shields, but again, I'll make my art for all races and a spreadsheet if CCP might add them in the future.

Sorry. Yes melee. Think of it as applying armor and it has little to medium side to side movement penalty. And again, Sentinals don't have equipment slot. They have to much hp to use them. That's what logis are for.
