Well like I've said PC is the best way to go but if you want to continue just using one box that you'll only be able to do so much with (ps4,xboxe one) for simply gaming then go for that I guess.
CCP said they were going with the "PC Architecture " lol I like how they used that instead of saying just PC, and the consoles do have that architecture it seems. Cross platform seems cool but the game will only go as far as the ps4 and Sony will let it. If u take a look at Warhammer 40k Eternal Crusade they plan to make the game play across all platforms ( PC, PS4, Xbox one) but I don't know if it'll be all in one server so I'll have to wait and see how that goes.
Should Legion be on the ps4?

Don't buy a pre-built PC, gather the knowledge of how to build a PC there is plenty of time( at least it seems there's plenty of time ). By the time the Legion Beta has been announced putting a PC together shouldn't be a problem for you.

I love my PC, I don't see myself ever buying a new gen console to be honest... it just doesn't seem worth it.
If a game maker doesn't want to make a PC version of a title I want to play, I just don't play it and they don't get my money. But for someone who doesn't have a PC or PS4 and only wants a PC for gaming, spending $400 on a PS4 rather than $1000+ for a PC with similar capabilities seems to make more sense financially.
Lol how many times have heard this? A PC isn't going to cost you $1,000 unless you're buying a pre-built PC, building your own gaming PC is gonna cost you at least $500-600.
