Basically the tool kickstarts the delay to some ludicrously fast %. Works like a regulator basically. Get points for each kickstart. Not necessarily op since any damage stops shield regen. Also only good on shield suits. What do you think?
I'd guess these would be the numbers Std 45% Adv 60% Proto 75% Idk about 75% though just throwing examples around

Militia: 450HP 8s cooldown. 8m range.

They would "repair" at roughly the same rate as repair tools. But work at less range, generally, in exchange for not having to stay attached to the recipient. The user can switch back to their weapons to help apply DPS.
Better for a hit and run repair style. Like shields. Honestly i like my idea better since with your idea all you have to do is carry multiple rep tools and you got a godly heavy

Boom. Shield transporter. Like i said. Can be exploited with bursts my idea means no exploit just attach and become a super regulator for the shield suit

They have ways of making sure only one module of each type can be fitted. Look at afterburners for example. Show me on paper where you can't have more than 1 scanner and abuse that

My Caldari assault has a 2 second delay from damage, 3 from depleted and after that normally a minimum of 76HP/sec regen. To jump start my shields, someone would need to get a lock on me in less than two seconds and if this new tool is anywhere near as finicky as the armour repair tool that means no-one would ever get to use it. Caldari heavy has a 1 second depleted delay so you would have to be pretty fast to get in on that action.
So either this tool allows someone to latch on and negate the delay entirely, which would be bad, or (if popular) make regulators obsolete. Both options sound pretty bad to me.
I am all for damage threshold like tanks have though, there should be a limit on low damage that does not stop regen. I'd lobby for that.
Its a constant stream that basically acts as a overpowered regulator
