What would it take to get a heavy laser or heavy plasma with existing assets?

I feel like this needs more attention especially with the advent of shield based marauders for which infantry AV is not prepared for unless we buff FGs and SLs which would make them OP against armor HAVs

I love the concept however one HMG is enough. After all, could you imagine the butthurt crying if there were TWO HMGs
