There should be a "Pledge Loyalty" option for each faction with the following conditions:
- Pledging Loyalty costs A ISK to the faction (For collateral in case the Merc defects)
- Pledging Loyalty grants a B% multiplier to wins and losses in Faction Warfare
- Corporations can Pledge Loyalty for C ISK, where C >A, but decreases based on the number of mercs in the corp
- Corporations that Pledge Loyalty grants D% modifier, where D>B, and increases based on the number of mercs in the corp
- Pledge is voided - without refund - if an individual plays more than X matches per day with any other factions
- Pledge is voided - without refund - if a corporation plays more than Y per week matches with other faction. Y increases with corp size
Here is an example of how I imagine my system playing out
- True Adamance is interested in playing Amarr faction warfare. He only wants to play for Amarr, and is willing to pledge his loyalty to the faction. He opens up a tab on the neocom and selects the option to pledge his loyalty.
After reading some flavor text, True learns that he will have to pay 2 million (2,000,000) ISK as part of his contract as collateral. Moreover, True's contract will be voided - without refund - if he engages in more than 2 matches per day for any other faction.
In exchange, he will get a 5% modifier to his LP payouts for each of his matches, in addition to what he normally receives based on his loyalty rank.
- As a corp, Praetoriani Classiarii Templares is interested in playing Amarr faction warfare. They, like all of their members, are an Amarr FW Corp, and they have 100 mercs in their ranks. They too would like to pledge loyalty to the Amarr.
After opening the neocom, Praetoriani Classiarii Templares learns that they normally would have paid 20 million (20,000,000) ISK as part of their contract, but due to the size of their corporation they only have to pay 13 million (13,000,000) ISK. Moreover, the pledge is voided - without refund - if Praetoriani Classiarii Templares members play a total of 10 matches per day for other faction. Due to the size of the corp, the limit was extended to 20 matches per day.
In exchange, anyone who is part of Praetoriani Classiarii Templares receives a 7% modifier to their LP payouts per match. Based on the size of the corp, the modifier is increased to 15%
I think that a system like this has some nice consequences. First, players are more immersed in the atmosphere of the game. There are corporations and factions that can be bartered with for increased payouts. Second, players are encouraged to join corporations without punishing players for not joining corporations Third, dedicated FW players move a step closer to being able to be relatively stable in FW, if they are sufficiently organized.

I'd be nice if we could have that DUST/EVE link, but I doubt that creating that link would be more feasible that creating this kind of work around.
As for your question, I put a cost in there to put more "oomph" behind the pledge. Anyone can pledge loyalty, and the Amarr Militia might be concerned about AWOXers, just as any corp would be. To deter random people from gaining the benefits of pledging loyalty, there is a cost to do so.
I think that the cost should be small enough that relatively new players can join, but large enough that players don't try to abuse the system and pledge loyalty for 10 minutes for the small boost to their LP. If they don't want to pledge at all, then they will still get the bonus from playing normally

((Genuine Question and not sarcastic)) I'd be nice if we could have that DUST/EVE link, but I doubt that creating that link would be more feasible that creating this kind of work around. It's a cool suggestion and I like it.....but LP simply isn't worth the ISK as there is nothing that is better or worse about faction gear than any other gear....... even APEX suits aren't really worth a damn.
My hope was that players in dedicated FW corporations would have the (theoretical) opportunity to get much closer to being financially stable while playing FW. I think that this could be further coupled if FW gear sold for much higher prices than normal gear on the market

I see the reasoning, but for fool-proofing, prolly offer that as a cheaper option.
Where you had to pay 2 mil to sign for A free contract with the State Protectorete, I could sign another that locked me into it so I couldn't take opposing contracts, at 1.5 mil.
I see this as very important for corp so dumb blueberry #1 doesn't play a bunch for the Gallente and lose the corp 20 mil. Or that Gallente Sabo #1 doesn't ruin the corps wallet. This may be EVE, but awoxing is still punished. Look at the kicking system in FW.
That sounds reasonable. I would like to keep the awoxing mechanic open, but i recognize that it would have to be tweaked to not be obnoxious
