I believe the Tiers would be as follows

Basic

230 SP/B

20 Second Cool Down

Advanced

350 SP/B

15 Second Cool Down

Proto

570 SP/B

10 Second Cool Down

Please note that these are Bursts and I came up of the idea from the Shield Boosters for Gunlogi's.
I did think of the Rep-Tool we have now and If there would be a Shield version of that, I feel that shields would be superior. Given the HP/S given back and the shields resistance.

( I know this is a double post. I need to get feedback from people if this is no good. So I can come up with another concept)

Otherwise you crossing into the armor meta. Also it should be deployable object instead of a hand held device. Over 60+ Million SP and full proto in all Caldari Suits. There would still most likely be a cool-down but the numbers could be adjusted so they do actually boost peoples shields to start.
