It fill fall, as will anything when two different people are put together.
It will fall, be replaced by one hoping to do better, that will fall and the cycle will continue.
Perhaps one day something will break the cycle, but that will be many Federations down the line.

As long as humanity continues to produce good men, then the formation of the Federation, whether under a different title or not, will continue to manifest itself throughout human history.
