I also think it would be cool if turrets were indestructible but when their HP was gone they defaulted back to neutral and went into a 3-5 min reinforcement timer.

Why you are using a Railgun on a Maddy or damage modules for that matter is beyond. Would simply be more efficient to use a Gunnlogi.

No no no...... he is not saying that. That's damn poor strawmanning anyway.
What I think the OP is suggesting is that currently Installation have arguably too much eHP for a free fixed emplacement that Infantry Players rarely value or bother to defend.
These turrets become arbitrary distractions on the field because of their numbers, access to HAV accessible locations, and TTK again an possibly manned emplacement with Tank like eHP that has not been paid for with either ISK or SP in addition to the powerful AV players can already field.
What would be nice to see is a reduction in the eHP of these installations so that ADS can have the opportunity to engage them, and so that for a free installation I have something to do.
Now one suggestion that I have made is that Turrets are indestructible so that an HAV or ADS can nullify the threat of one but never actually remove it from the field. Instead the turret reverts to neutral ownership and enters a Reinforcement Timer which counts down before the turret can be used again.
This way if a vehicle is not careful it could find itself under fire from a turret it previously thought its had Reinforced.
