Strongboxes exist to get AUR. It has some factor of risk so it will get people that like to gamble to buy keys in order to get their items. Plus, there is more psychology going on.
"You don't want to these to be worthless, right? I mean, we gave you all these items and you just aren't using them. Don't you want the stuff we are trying to give you? Well, how about getting some keys?"
It works fairly well. People that want to use the strongboxes will get keys. Those that don't care *waves* won't

I just got back from traveling and in the first day of playing I have 33 Strongboxes. So obviously boxes are meant to be abundant. They give so much that they could just let you buy crates that are already opened for the same price. But you can't. The reason why is because boxes are abundant and they are abundant because they are worthless without the key. By giving away so many boxes, CCP is using human psychology. "You don't want those 33 boxes to be worthless, do you? You better get a key." If they would just let you buy unlocked boxes, it would have less of a drive for players to want to buy them. "Ehh, I don't need Officer gear" but "I do need to use these boxes."
I watched a documentary on math and how it works with psychology. In one part, a psychologist was stopping people on the street and offering them a chance to get some money by playing a game. He had a roulette wheel. Call black or red and get some money. But he treated people two different ways. Group A was given 10 dollars and asked if they want to risk their 10 to get 20. Group B was given 20 dollars, then had a 10 taken away, and asked if they want to play to get the 10 back.
Group A generally said "No thanks" and walked away with some lunch money. Group generally said "I would like to play." The reason why is because Group A was given, well, a free lunch while Group B felt they had something taken away and they wanted to get it back. Group B members spoke about "I wanted my money back!" That is similar to how crates/strongboxes work. We cannot buy them with ISK because they exist to earn money for CCP. Like drug dealers, expect to get a free key every now and then to push people into getting more keys.
There is nothing wrong with the system if you understand why it exists. Will I buy some keys? Probably not. Without trading, there is no reason to get anything because more often than not I will get something I cannot use or would not use.
