The radius on that thing is quite horrid.
Multiple times I've been trying to get rid of links and they just didn't GAF, because I couldn't pinpoint an exact location with a UI that isn't built for such pinpoint precision.
Increase it by like 6m-10m.
If you're scared of it affecting infantry gameplay, which I doubt it will considering shields recharge lightning fast on anything that isn't an armor suit, you could add a second or two extra delay from calling to the strike.

I think it needs to work properly before it is adjusted. I dropped several on a CRU for tests and they did no damage.
I dropped several on myself and they all worked.
I also managed to hit a shield tank with one, before a team mate promptly finished him off with a remote.
