Looking to create a listing of "ACTIVE" and "INACTIVE" dedicated snipers.
Qualifications include : Proficiency 5 Sniper Rifles / Proficiency 5 Handheld Weapons Upgrades and 10,000 kills sniping

If im not considered a sniper then... fine.
Yeah I know it's rather high, that might change a little bit.
Extremely active players / veterans with 80,000-100,000 kills could easily have 5,000 sniping kills. I don't see any way to include newer players without including these same people who have experiece, but do not actively snipe in 1.9

I made a push to have them at least as good as Thale's / Charge variant.
(since I used charge for the contest and there weren't any charge variants inside the game yet)
