As soon as the new changes come in, you'll have to put on 2-3 damps to get under most scans. Also, since suits will have lower close up precision, rest in peace nova knives. Dampening should be king.
The cloak nerf really hurt nova knives. Not only are you unaware of your surroudings while cloaked, you have to wait a long time just to get your knives out and then wait another second to charge them. Now with new changes coming you won't even be able to sneak up on people without gimping your whole fit to dampeners. P.S. a slow nova knife scout is a dead nova knife scout.
Edit: biggest nerf to a nova knifer is history, not knowing the direction your enemy is facing especailly when you are running around with a 350 ehp (half a seconds worth of HP) scout suit trying to use an extremely CQC weapon against people who walk backwards as fast as you walk forward.

I Agree, with the cloak nerf, scouts already feel like Pre-1.8.
The range nerf to cloak has literally killed the use of range amps and precsion enhancers on scouts. There is no point to having 15 scan precision and 40m range if you are running around with 200 EHP and no cloak and can get picked off instantly by almost every weapon.
Edit: the delay which was meant for the shotgun has done completely nothing to effectiveness of shotgun but devastated the nova knives and Rail rifle.

Speed tank for what? So it can be seen from 100m away and get insta dropped?

you act as if 5m is a permanent range and cannot be extended.

You are obviously never been in a PC. A Proto scanner will pick you up from a mile away and no weapon will hesitate to drop you in under a second. BTW- Aim Assist ruins the whole "Speed tank is viable" argument you guys come up with.

They cannot achieve 10m (unless it's a logi) which means that I will probably get to them before they see me.
from the time it takes you to run 10m is how long it takes me to drop twice over with an HMG. Oh btw, don't mind the fact that if you were running 10m/s, you'd probably get picked up by an active scanner from a hundred m away.

The whole problem with scouts was the shotgun. I don't think anyone ever complained about stuff other than the shotgun/cloak combo. The new delay hasn't nerfed the shotgun but has nerfed all the other weapons like plasma cannon, nova knives and other weapons that need a charge up.

False. Against bad players they do good. When good players meet good players, the one with the better fit usually wins.
Example, herpy derpy decided to run a minmatar scout that ran 11m/s (Gasp), he runs into Derpy Herpy using a Prototype Amarr Scout with 2 complex precision enhancers and range amplifiers. Herpy Derpy doesn't see the Amarr Scout around the corner and runs straight into his super charged viziam ScR. Derpy Herpy saw Herpy Derpy coming from a mile away. Herpy Derpy continues using his fit, he is a good player, and usually goes 40-0 against starter fits, Derpy Herpy continues to use his fit and is also a good player that goes 40-0 against starter fits. In the end Derpy Herpy kills Herpy Derpy 12 times that match in his expensive suit and makes his cry. In this situation Herpy Derpy a good player was using a fit, according to Adamance logic he should have done good that match but Derpy Herpy was using a better fit and destroyed Herpy Derpy all match.
