After 1.10, Will range amps extend the radius of each close/medium/far precision level, or will range amps merely extend the radius of the far precision ring?
Please provide an example.

It's not that hard.
Range Amps increase your base scan range.
Short and Medium range scans are % amounts of your BASE scan range (Which is treated as your MAX scan range). Increase the base, and everything gets re-evaluated.
EXAMPLE
Base 20 range scan, with skills is Base 30m.
Short range is 6. Medium is 15. Long is 30. (This shows that your Medium Scan range is 50% of your total. )
Slap on a Range amp. 30 goes to 34.5m
Short is now 6.9m. Medium is 17.25. Long is 34.5
You follow?

Short version: Yes
Long version: All EWAR modules effect a singular stat - Precision, Profile, or Range. This singular stat is then multiplied by one of three values which represents the rings. So, as Ghost said, adding a range amp will change your base range, which will also effect your short, medium, and long range scanning (Because each of those ranges is calculated from your "base range" x "range multiplier").

So range of middle ring at 40db for scouts looks like this
Table for 4 complex precision amplifiers:
Module Slot | Penalty Multiplier | Percent Amplification | Additional Distance | Total Scan Range (with lvl 5 range amp bonus + 50%)
1 | 100% | 30% | 3m | 18m
2 | 86.91% | 26.1% | 2.61m | 20.61m
3 | 57.06% | 17.1% | 1.71m | 22.32m
4 | 28.30% | 8.5% | 0.85m | 23.17m
So, if using 4 complex amplifiers yields a total middle ring range of 23.17m, compare that to the utility of other modules like ferroscale plates, etc. This will strongly impact a scout's decision concerning range amps.
The utility of range amps has diminished significantly.
Previously, base scan range was 20 m at 40db. Add 10 m for lvl 5 range amp = 30m. Add 34.5 m for four complex precision amps = 54.5m.
