I have read some complaints that armor has a better rep than shields, due to shields being active and armor being passive.
So what if CCP flipped the values and made shields slow and low, but passive, and armor high and fast but active (delayed)?

That second fit you mentioned would be pretty slow and kinda sucky if brawling at cqc, good fit with a rail, BUT if CCP drops the strafing nerf that fit will be amazing since speed won't matter.
Shields requires a preemptive thought on how you will use your suit, for example if you want to brawl you will stack regulators and sholields and less energizes, if you want to be at long range you will dual tank with armor reps and maybe one regulator, but for shields there is never really an omni fit but very great specialized fits.
