Its the delivery platform.
I challenge you to put a shotgun on any assault suit and go for the top leaderboard spot.
If you can do this, then I hope you aren't a scout because you actually get to call yourself a DUST badass without a word of dissent or mockery from me.

Yeah, Shotty Scout and Galsent here, must say the Shotgun is a great weapon, but not really OP. The HMG however...
Let's just say that SG is to counter Sents, that's always been it's purpose. The HMG is area denial, but has turned into "Free kills"
Area denial is only possible if you have enough range to dicourage approach. What we have Is a tool for cleaning unwanted trash from your trenchline.
No I do not believe the HMG should get a range boost without reworking a few key mechanics around it.
