Most weapon already do hundreds of DPS...... honestly as I see it you suggestion would artificially extend shield TTK out maybe 1-2 seconds arguably vs certain weapons this would be a ridiculous (see Combat Rifle) and does not sold the issue vs anti shield weapons like the ScR since it would automatically cancel shield regen with every shot.
If people didn't already need a reason to use it......they would soon find one.

Well when you can, and you usually can at least I find time to, duck in behind cover having a one second delay not deplete would be godly powerful for not having to fit any modules.
In the time it takes for an Armour suit to rep 100 points of damage a Shield suit could rep 210...... a significant advantage as 100 HP is not going to cause anyone to cower in fear....
Even now at 2 non depleted delay seconds for 100 HP the Caldari Assault can rep 150.
I don't know why but I do struggle to find issue with that kind of prolific rep power on an 800-900 EHP suit.
