Maybe 45% was a bit too much but 15%...
No one is going to use them.
See for example if a scout wants to use one:
Scan Range with skill at 5 and without Range Amp
6/15/30
Scan Range with skill at 5 and a Range Amp
6.9/17.25/34.5.
I dont think someone is going to use a low slot to have 0.9/2.25/4.5 more mtrs of scanning, I d totally use this module for a dampeners, a kincat, a plate, a repairer, a codebreacker, a Green drug..
Edit: I m not ranting about having been nerfed. I usually run galassault and Even on my minscout I never run Range Amplifiers. So, if everything, this is a buff for me.
One of the few assaults you'll find in a PC match!

Its about the same as the number of people who run Minja. I have a feeling that with the scanning changes, more people will run them. Add a couple range amps on, and you can have a pretty good scanning machine, particularly with the inner circle having unbeatable scans. Put them in the middle of a bunch of heavies while repping them, and you have got problems.
Scouts scanning ability got nerfed, range Amplifiers got nerfed. The Amarr scout you propose is good now, it is going to be less good with 1.10
