DUST is actually like version 3.15 or something according to PSN.
Uprising 1.0 - 1.9 refers to versions of Uprising.
A new release would indeed reset back to 1.0, even if it's just a new expansion/release of DUST.
This is how EVE expansion versions work as well. EVE is currently on Phoebe 1.6. The sixth patch to the Phoebe release. When Rhea comes out, it will be Rhea 1.0.

Really, this sort of thinking is a cost of CCP's terrible method of announcing Legion. Both saying it's not a thing yet and also acting like it's going to replace DUST soon and doing a run of news/PR interviews on it, which I think was a big mistake.
Legion is a project. A prototype. It is not dead or gone, but there is also no reason at this juncture for players to be looking for Legion around every corner and checking for it under our bed before we go to sleep.
