He's really going for the SEE EVERYTHING short range scans no matter what.
Even at the cost of making range amps completely useless. Complex range amp increasing medium range by <3m, I mean, what?!
I think we are going in the wrong direction here.
Initially I thought the falloff would be used to make it easier for mediums (possibly even heavies) to dampen and avoid the almighty scout scans, thus making the fights much more balanced. If a dampened medium had an easier time hiding from scans the fights against scouts would have become much easier. (everyone blind > everyone allseeing) I think I'd rather liked it if the falloff worked something like this:
precision modifier: 100 / 120 / 140 range modifier: 50 / 75 / 100
But now it seems the falloff is being misused as tool to nerf scouts, and dampened mediums at the same time. Unbeatable short range scans, really?
To me this seems all to be catering to those who want to stack a ton of HP and still expect to see a scout even though they are not fit to do so at all, and can't get over the fact that if a scout uses damps you should not be able to see him on your radar.
Granted, scouts stacking HP and still being unscannable is equally unbalanced, which is why it was proposed long ago to move scout bonuses to module efficacy. This would make it harder to hide for tanked scouts and would not affect those scouts who fit their suits properly, but have low HP.

Inner circle is meant to see everything for all classes with the appropriate fitting, while not letting the range of the short go out of order. The spreadsheet is the master, I just haven't been able to get to my desk for hours.
