Sorry BEAST, but going to have to disagree...
The Cloak isn't meant to be a combat oriented piece of equipment, so if you are caught with your pants down, you should die. You can always manually decloak if you are entering a combat situation before you get into one. It's not hard to anticipate where an enemy may be, say, close to the action. As the cloak was, scouts could easily find targets and slay them from behind, all while unseen from the enemy's teammates.
I also don't see how it led to more shotgun scouts... It wouldn't make sense to make that argument given the current delay and EWAR while cloaked nerf.

It leads to more shotgun scouts because people still want to feel light and strong. Unfortunately that is not the way of the scout and not a lot of people now it. So they run it as much as they can. What I am saying is that scouts should have their EWAR so they can do things like ninja hack objectives and run total EWAR suits. Well... it technically is the way of the scout. To be deadly. However, the nuances are apparent when you start brick tanking it. That is the real problem. Hit detection is also a general problem applied to any suit, but it is more apparent in the faster scout suits. Though I may say another large problem is the inherent bonuses that the scouts get on their suits. Scouts basically get free modules just from skills, while most other suits require that one fit a particular item to benefit from their skills, the scouts get it built in. This opens up space for more suit utility, making it so good as a suit.
