As much as I loved the 1.9 update , it gave a terrible meaning to running scout.
As we see 80% less when cloaked so we have no idea if we have to face some enemies. So when some enemies randomly pop up in front of us we ALWAYS lose ? Why you may ask ? Because it takes more than a second to decloak to try and defend ourselves. We are always dead by the time we decloak as the scout runs with a sliver of health. We can't do what our name says , what our role is for ! let me give you the definition of a scout : To spy on or explore carefully in order to obtain information; reconnoiter.
So now , if we want to spy , we have to run without the cloak , so we are not careful and have no chance of surviving if we are spotted. We can not accomplish safely or effectively our role of providing our team enemy positions 24/7.
So what are the consequences of this , you may ask ?
1- Growing number of SG scouts on the field. It is one of the only ways running scout is still useful for the player.Not because of the suit but because of the good rate of fire on an high alpha damage weapon. Noob friendly I may call it , but even the players from corps like FA run it.
2- Slayer scouts aka light assaults Players using these suits dual tank it the most and take advantage in gun fights of their small hitbox, passive scans and dampening.They can achieve high eHP like regular assaults, while having better regen of their health. The role is not full filled and breaks the other role that is assault.
My proposed solution
So we know that the problem with scouts is that they can't fulfill their role correctly of scouting. I propose to remove one of the two problems it has now : EWAR or Survivability ( decloak time )
You can give back the scouts cloaked EWAR scans while maintaining the long decloak delay ( could be even .5 seconds longer ). This way we can run safely EWAR suits.
The other way would be to remove the cloak delay to make it like and instant deccloak.This would solve nothing as scout slayers could run around cloaked this time . So best solution would be above !

This could bring the old good scouts back and we could maybe see more nova knifers on the field .

The Cloak isn't meant to be a combat oriented piece of equipment, so if you are caught with your pants down, you should die. You can always manually decloak if you are entering a combat situation before you get into one. It's not hard to anticipate where an enemy may be, say, close to the action. As the cloak was, scouts could easily find targets and slay them from behind, all while unseen from the enemy's teammates.
I also don't see how it led to more shotgun scouts... It wouldn't make sense to make that argument given the current delay and EWAR while cloaked nerf. It leads to more shotgun scouts because people still want to feel light and strong. Unfortunately that is not the way of the scout and not a lot of people now it. So they run it as much as they can. What I am saying is that scouts should have their EWAR so they can do things like ninja hack objectives and run total EWAR suits.
