How were these APEX suits intended for The New Guys of Dust ? If you have to get 100 Winning Games in & play around 200 in all to account for the losses. Not only that you need to run Proto to Compete if you play Amarr or Caldari.

It's weird that all these people that complain can't figure that out.
Get some scouts running in uplinks and the squad leaders arranging dropships to the city (one at ground spawn and one from MCC). Focus on uplinks in the beginning (have a few people continue to kill and deploy them).
Use a tanker or two to control an outside point with help from a good slayer scout or two.
Encourage people to have AV fits.
You could spend very little ISK and win most of your matches if you took a little while to build some proper squads and followed some variation of the strategy above.
You can and groups from PIE Ground Control and Amarr1 can and do........ where players get the idea the organised Amarr players are not winning their matches from is beyond me, however not everyone want to squad up or sync. That's their prerogative.

Yeah there really aren't in Dust. But that;s how it goes every now and then.
Once upon a time there weren't enough Minmatar players to hold up their end, and before that there weren't any Amarrians.
