On Brick Tanking: Scouts brick tank for 2 main reasons:
1. Due to the current way in which ewar and it's module's function it makes it so that the Scout class is the only one capable of making effective use of ewar and makes it so that only another scout with superior ewar is capable of competition between one another while leaving none-scout frames unable to compete effectively.
-I believe that all of the ewar modules (Profile Dampeners, Precision Enhancers and Scan Radius Enhancers) should be allowed to be fitted on either high or low slots with one condition, that once you fit a specific module into either high or low slots you can't apply the same type of module to a different slot type. In example, if I fit a Profile Dampener into high slots I can place as many copies of them into my high's as I can/want but if I try to apply a dampener to a low slot while having dampeners on my high's, the fit immediately becomes invalid. Also, medium and heavy frames (especially medium frame's) need to get a buff to scan radius,scan precision and scan profile because as they are at the moment it is too easy for a scout (ewar or tanked) to get under their scans while easily picking them up on their own mini-map's.
2. Scouts being too good at assault with little to no penalties while having too many benefits, thus discouraging the use of an Assault frame over a Scout frame.
-Sure, Scouts have less HP than medium frames... but they also have functioning ewar, superior mobility and sprint speed, faster regen and recovery rate's while having a tool made just for them to further improve their stealth and they can easily fit themselves to avoid module penalties. The Scout's need to have a unique type of penalty that only applies to them. That is, an HP module stacking penalty that works by slightly increasing their scan radius,scan precision and scan profile while slightly lowering their regen and recovery rate's for each additional HP module of the same type. It mean's that if you're running scout you will need to think twice about stacking multiple Shield Extender's or Armor Plate's because if you do, you will be easier to scan, you will sprint and recover slower than usual and you won't be capable of locating enemies on your mini-map as easily as before. Maybe this could be done by implementing a negative skill to the Scout's Role bonus.
On Cloak's:
IMO the recent scan radius nerf to the cloak field isn't very significant to a brick tanked scout but they are very severe on an ewar scout. I think it would be good to increase the scan radius while cloaked so that you can see a little farther than you currently can while cloaked.

Then again, maybe the HP module stacking penalty shouldn't affect sprint speed. Oh, and even though it's a little out of place to say this, maybe the Caldari Assault should get a small buff to it's shield regen.

The one who needs a shield regen buff is the Minmatar Assault and delay reduced. I don't run Minmatar gear so I wouldn't know . I only have some STD Caldari 'Neo' Scout and 'Dragonfly' Caldari Assault frame's that I used a few days ago and while running them I just felt like the Assault needed a little more regen and the Scout had too much.
