((OK well like I said the Vagabonds have been living underground and have been following along, but I don't believe tanks and planes are underground so they will only have the machine guns, artillery and other WW1 tech.)
After many years of being gone from the civilized world, the Vagabonds remerge from the ground to go back to where their home began, Vagabond prime. Tenarius one of the Vagabond brotherhood or also known as the Inquisition Order go atop to spread the word of the Vagabonds return, and to explore the surface for a new home until they can reclaim Vagabond Prime peacefully or by force. They exit through the once sealed cave entrance, once out they ride through the land in a small vehicle known as a jeep. (It was small and light enough to be made to traverse through the wide tunnel systems.) They head north where Vagabond prime rests on top of a mountain where they can see all below. Tenarius drives up what seems to be the road and he notices that its not dirt but a refined version of cobblestone. He gets to the gate and is stopped by the guards.
"I must ask who you are and where you are going." The guard orders. Tenarius takes out the stamp of the brotherhood from his elegant black robe trimmed in gold. The guard looks at it closely and becomes wide eyed for a second.
"This could be a fake, the Vagabond have been gone for decades." The guard says.
"No sir we have only been underground, living in our own seclusion to stay out of war and maintain neutrality until now we decided to return to the surface and be one another with our fellow man." Tenarius tells him. The guard only nods and opens the gate to Vagabond Prime, Tenarius drives through and parks on the side of the road and gets out. He goes toward the city hall or palace and walks toward the clerk.
"I must ask to speak with one of your highest representatives, it is important that I do." Tenarius says to the man who looks different than most humans.

Kalm engages labourers to begin the renovations of the purchased inn and dispatches a letter to Skadia requestions craftsmen and soldiers come to Osmarium to preside of the construction of their first Embassy and Trade Offices. While the construction is undergoing its initial stages Kalm returns to the Palace.

Tenarius glad with the results of the new settlement having been built at a faster pace than before watches idly at the working men finishbuilding the stone walls and smoothing it out. He hears footsteps behind him, it's his Chief advisor Gravles come up to him.
"My liege our scouts have reported seeing what they believe to be an Osmar patrol." Gravles said. Tenarius thinjs for a moment, he could easily take a patrol but would he be able to survive a war? Possibly but it would have to be underground where his people know the land. He decides a simpler idea.
"I'll take a four man party with me and we will greet them and introduce the Dalmascus Empire to the world." Tenarius replies as he puts light steel armor over his Knight robe and cloak, he makes sure he has his war axes and hidden blade with him. After feeling ready he heads down the mountainous slopes to confront the patrol.
